New Rules for 2019 Winged Sprints

Proposed UMSS Winged Sprint Car Engines for 2019
Introduction
In an effort to control the baseline costs to field a competitive UMSS Winged Sprint Car, and to
guarantee series sustainability, UMSS leadership is instituting an engine rule change for the
UMSS Winged Sprint Car series beginning with the 2019 season, and all subsequent seasons
thereafter.
The primary consideration used when putting together the proposed engine rules was cost, series
sustainability, and parity between the proposed engine packages. This rule change will help
control what it costs to compete in the UMSS Winged series, open up the UMSS Winged series
to as many local winged teams as practical, and create an environment that allows for series
growth.
At this point in time, the engine rules described herein are not totally cast in stone. To ensure
parity between the different engine packages that will be allowed, UMSS leadership reserves the
right to adjust engine rules on the fly, even after the initial rule set is published. As rules are
adjusted, UMSS leadership will always consider what it might cost our teams if a change in
engine rules were to occur. This is an effort to help this series grow, and all changes will be
made in the spirit of that goal.
As this effort moves forward, professional, sincere input is welcome from all interested parties.

UMSS 360 engine

  1. Block
    A. Any Chevrolet 305, 307, 327, or 350 CI stock iron block that was available in a passenger car or truck. Max overbore - .060”
    B. Any Ford 302 or 351 Windsor stock iron block that was available in a passenger car or truck. Max overbore - .060” No Cleveland, M, or Clevor engines allowed.
    C. Any Chrysler 318, 340, or 360 CI stock iron block that was available in a passenger car or truck. Max overbore – 318 and 360 - .040”. 340 - .060”
    D. No interchange of crankshafts or rods to blocks allowed.
    E. Absolutely no lightening of any kind. All mounts must remain, fuel pump, motor etc.
    F. Factory 2 or 4 bolt main blocks ONLY (can NOT alter a 2 bolt block to a 4 bolt block). No splayed caps.
  2. Crankshaft
    A. Any stock GM production crankshaft allowed.
    B. The following Scat 9000 Series crankshafts are allowed:
    a. Chevrolet 350 - Scat (Part # 9-10442)
    b. Ford 351 - Scat (Part # 9-351-3500-5955-2311)
    c. Chrysler 340,360 - Scat (Part #s 9-340-3580-6123, 9-360-3580-6123)
    C. The following Eagle OEM replacement crankshafts are allowed:
    a. 103503480
    b. 102503480CM
    c. 103523480.
    D. The crankshaft stroke must match block.
    E. No lightening, counterweight knife edging, or counterweight polishing allowed. Balancing is allowed.
    F. Crankshaft flange may be machined to fit rear motor plate and torque ball housing.
    Any crankshaft or connecting rod with a part number superseded by the manufacturer is legal as long as the crankshaft or connecting rod with a superseded part number has the same specifications as the legal crankshaft or connecting rod.
  3. Connecting Rods
    A. Any stock steel production connecting rod, Scat OEM replacement I-Beam (must say Scat 5.7), Eagle OEM I-Beam PN SIR5700BBLW, or Eagle OEM I-Beam PN SIR5700BPLW is allowed
    B. Chevrolet 5.7” length powdered metal connecting rods are allowed.
    C. The connecting rod length must match block.
    D. No grinding or polishing allowed. Connecting rod balance pads may be machined to balance rotating and reciprocating mass. One big end and one small end balance pad must remain stock.
    E. No cap screws allowed except on designated Eagle OEM rod. Max 3/8" bolts.
  4. Pistons
    A. Any forged piston allowed. No titanium.
    B. Engines must not exceed 9.5 to 1 compression ratio. No tolerance! No exceptions!
  5. Camshaft
    A. Hydraulic cam and lifters only.
    B. Lifters must collapse .100” min.
    C. Only lifters of engine make can be used
    D. Lifters must rotate freely and be of magnetic material.
    E. Timing chain only, no belt driven or gear drives allowed.
    F. Cam may be drilled for a rear spud.
  6. Cylinder Heads
    A. Stock cast iron production cylinder heads only. No aftermarket heads allowed.
    B. Chevrolet 1987-1995 Swirl port heads are allowed.
    C. Ford 302 GTP heads are allowed for both the 302 & 351W.
    D. No Vortex, Bowtie, SVO, W-2, Magnum, Gen II, or angle plug heads allowed.
    E. The following Chevrolet casting numbers are not allowed: 040, 041, 186, 187, 291, 370, 414, 432, 461, 461X, 462, 492, 10125320, 10208890, 10239906, 12554290, 14011083, or 14096217.
    F. Porting or polishing of any kind is not allowed.
    G. No angle milling, only standard reconditioning allowed.
    H. Carbide cutter relief cuts allowed below the valve seat but not to exceed more than ¼ inch below the top of the valve seat.
    I. Valve spring diameter can only be stock production. Tapered or Beehive valve springs are not allowed.
    J. Steel stock type stamped rocker arms only. Roller or roller tipped rocker arms are not allowed.
    K. Stud girdles are not allowed.
  7. Intake Manifolds
    A. All engines must use the following intake manifold part numbers.
    a. Chevrolet - Weiand (Part# 7546, 7467, or 7547-1).
    b. Ford – Weiand (Part # 7515, 8023), Professional Products (Part # 54033).
    c. Chrysler - Weiand (Part# 7545).
    B. Any Midwest Modified spacer is legal.
    C. Porting, polishing, gasket matching of any kind is not allowed.
  8. Oiling System
    A. Wet sump only, oil pump must be in oil pan.
    B. A minimum of ¾ inch (1 inch recommended) inspection hole in side of oil pan 2 ½ inches down from pan rail in line with a journal. Removing the pan may be required if further inspection is necessary.
  9. Ignition, Starter & Electronics
    A. All battery-powered ignitions or magnetos allowed. Magneto type recommended. External coils allowed.
    B. Cars must have a clearly marked ON/OFF switch within reach of the driver and visible to officials.
    C. Only one 12V dry cell battery allowed. Battery must be securely hard mounted and shielded.
    D. On board starter is allowed.
    E. No electronic monitoring devices capable of storing or transmitting information except tach.
    F. No electronic traction control devices.
    G. No MSD type mags allowed.
    H. Stock firing order only.
  10. Exhaust
    A. Any sprint car type header allowed
    B. Mufflers are optional. The car may be required to have a muffler if local conditions warrant.
    C. Schoenfeld part number 112535 (11”) are mandatory for all tracks that require use of muffler.
    D. One collector per side. No slip or merge type headers.
  11. Water Pump & Radiator
    A. Any stock type water pump allowed.
    B. Radiator must be in front of engine.
  12. Carburetor
    A. A minimum of two (2) return springs must be connected to throttle.
    B. Must have toe strap on throttle pedal.
    C. A Quick Fuel Q-650-CTA Q-Series carburetor is the only carburetor allowed. No aftermarket carburetor main bodies allowed. Aftermarket metering blocks are allowed.
    D. Track go/no-go gauge will monitor carburetor specifications. Go/no-go gauge will be used when carburetor is between 70-80 degrees Fahrenheit.
    E. Bottom of carburetor may be no more than 1-3/8 inches from top of manifold.
  13. Fuel
    A. Racing alcohol only. No gasoline allowed.
    B. No nitro or nitrous oxide.
    C. No additives allowed, including oxygenated additives. Subject to inspection at any time.
  14. Fuel Pump
    A. A mechanical, belt driven, or cam driven fuel pump is allowed. Cam driven recommended.
    B. No electric fuel pumps allowed.
  15. No Titanium, Inconel, Ceramics, DLC, or Nikasil components are allowed
    5.3L LS engine (Chevy 5.3 liter LS engine with iron block and aluminum heads. Tip: Watch the year you buy, as some had higher than 9.5:1 compression ratio from the factory and will not be legal if used as is.
  16. Block
    A. Factory production iron blocks only. No bow-tie or other aftermarket blocks allowed.
    B. Standard reconditioning of factory production iron blocks allowed.
    C. Boring, honing, line honing and lifter bore repair allowed.
    D. Block deck surface may be resurfaced and block may be bored a maximum of .060”.
    E. Absolutely no lightening, grinding or defacing of any factory numbers or markings of any kind.
    F. Oversized and roller cam bearings not allowed.
  17. Crankshaft
    A. Stock OEM Chevy crankshaft with stroke length of 3.622” is the only crankshaft allowed.
    B. No lightening, counterweight knife edging, or counterweight polishing allowed. Balancing is allowed.
    C. Crankshaft flange may be machined to fit rear motor plate and torque ball housing.
    D. 24 and 58 tooth reluctor wheels are allowed. Tip: Make sure your MSD box is the correct one for your reluctor wheel before ordering.
  18. Connecting Rods
    A. Chevrolet OEM powdered metal connecting rods with a 6.098” center to center length are the only connecting rods allowed.
    B. Connecting rod bolts may be replaced. Small ends may be bushed and fitted for floating pins. Big ends may be resized to factory specs.
    C. No deburring or polishing allowed. Connecting rod balance pads may be machined to balance rotating and reciprocating mass. One big end and one small end balance pad must remain stock.
  19. Pistons/Rings
    A. Any stock or aftermarket piston allowed as well as any ring set.
    B. Engines must not exceed 9.5:1 compression. No tolerance! No exceptions!
  20. Cam/Lifters
    A. Only stock GM part number lifters are allowed as replacement.
    B. Lifters must collapse minimum of .100”.
    C. Stock or stock replacement rocker arms only.
    D. Rocker arm trunnions may be upgraded to allow more lift if needed. No other modifications are allowed.
    E. Push rods must be stock or stock replacement style 5/16” diameter only.
    F. Maximum lift at valve .600.
    G. The camshaft may be drilled for a rear spud
  21. Cylinder Heads
    A. Factory aluminum cylinder heads only.
    B. Only casting numbers ending in 862 or 706 will be allowed.
    C. Standard head reconditioning allowed, including resurfacing. Valves may be replaced, but the replacement valves must have a stock stem diameter, stock length, and a stock head diameter (1.89” intake, 1.55” exhaust). Seats and guides may be replaced. Carbide cutter relief cuts allowed below the valve seat, but not to exceed more than ¼ inch below the top of the valve seat. No angle milling of the head, intake, or exhaust surfaces allowed.
    D. No porting, grinding or polishing of any kind is allowed.
    E. Single Beehive valve spring only.
  22. Intake Manifolds
    A. All engines must use the Edelbrock Victor Jr. part number 29087 intake. It is the ONLY intake allowed.
    B. No modifications allowed. MUST be out-of-the-box only.
    C. No porting, polishing, or grinding of any kind is allowed.
  23. Oiling System
    A. Wet sump only, oil pump must be in oil pan.
    B. A minimum of ¾ inch (1 inch recommended) inspection hole in side of oil pan 2 ½ inches down from pan rail in line with a journal. Removing the pan may be required if further inspection is necessary.
  24. Ignition, Starter & Electronics
    A. MSD #6010 and MSD #6014 ignition controllers are the ONLY allowed controllers.
    B. Stock or stock replacement coil packs allowed.
    C. No performance coil packs allowed (i.e., Accel, MSD, etc.).
    D. At this time, no rev limit restrictions will be imposed, but UMSS reserves the right to change this to ensure parity between UMSS engine packages.
    E. Stock firing order only.
    F. Cars must have a clearly marked ON/OFF switch within reach of the driver and visible to officials.
    G. Only one 12V dry cell battery allowed. Battery must be securely hard mounted and shielded.
    H. On board starter is allowed.
    I. No electronic monitoring devices capable of storing or transmitting information except tach.
    J. No electronic traction control devices.
  25. Exhaust
    A. Any sprint car type header allowed
    B. Mufflers are optional. The car may be required to have a muffler if local conditions warrant.
    C. Schoenfeld part number 112535 (11”) are mandatory for all tracks that require use of muffler.
    D. One collector per side. No slip or merge type headers.
  26. Water Pump & Radiator

    B. No electric fuel pumps allowed.
  30. Aftermarket Parts Allowed (5.3 liter LS engine)
    Edelbrock intake listed above, MSD controller, gaskets, bearings, timing set, camshaft, oil pump, valve covers, oil pan, valve springs (of stock diameter), rocker arm trunnions, harmonic dampener minimum 7” diameter and 1 1/8” thickness stock style (no fluid filled or rattler style allowed), and valve retainers and locks (no titanium allowed).
  31. No Titanium, Inconel, Ceramics, DLC, or Nikasil components are allowed
    604 Chevrolet
  32. Engine
    A. The engine must remain completely stock except for valve covers and oil pans. Two oil pan break away bolts/cap seals may be removed to install a third party oil pan if desired. Wet sump only. No dry sumps allowed. No other GM break away bolts/cap seals may be removed.
    B. Crate motor technical specifications will be based on the GM Performance Parts Circle Track Crate Engine Technical Manual part# 88958668 revised 2012.
    C. No black market break away bolts/cap seals are allowed. Engines that were previously resealed by a recognized sanctioning body other than the UMSS are legal only if approved by the UMSS Technical Director. Approval will be granted on a case by case basis. The UMSS will not reseal a 604 engine.
    D. In accordance with General Motor’s best practices, any engine repair that requires the removal of a break away bolt or cap seal is not authorized by the UMSS. As stated in the second paragraph on page 17 of the General Motors Performance Parts Circle Track Crate Engine Technical manual, “GM does not recommend rebuilding engines. We recommend purchasing a new engine and selling the used engine to the hot-rod, street rod, or drag racing community. This will ensure 100% integrity of the program.”
  33. Ignition
    A. General Motors highly recommends a maximum limit of 5800 RPM’s with this engine. Catastrophic engine failure will occur if the 5800 RPM limit is exceeded. The UMSS highly recommends installing a 5800 RPM rev limiter on this engine.
    B. All battery-powered ignitions or magnetos allowed. External coils allowed.
    C. Cars must have a clearly marked ON/OFF switch within reach of the driver and visible to officials.
    D. Only one 12V dry cell battery allowed. Battery must be securely hard mounted and shielded.
    E. On board starter is allowed.
    F. No electronic monitoring devices capable of storing or transmitting information except tach.
    G. No electronic traction control devices.
    H. No MSD type mags allowed.
  34. Exhaust

  40. Block
    A. General Motors 305 V-8 production iron block with the following casting number are the only blocks allowed – 361979, 460776, 460777, 460778, 14010201, 14010202, 14010203, 14088551, 14016381, 14016382, 14016383, 14094766, 355909, 14093627, 14101147, 10243878, 4715111, 10046164, 14102058. The Dart Machinery Little M B block, PN 31151411 will also be allowed.
    B. Standard reconditioning of factory production iron blocks allowed.
    C. Boring, honing, line honing and lifter bore repair is allowed. Repositioning of the lifter or camshaft bores is not allowed
    D. Block deck surface may be resurfaced and block may be bored a maximum of .060”.
    E. Absolutely no lightening, grinding or defacing of any factory numbers or markings of any kind.
  41. Crankshaft
    A. Any iron or steel crankshaft with a stroke length of 3.48” and a main bearing diameter of 2.450” is allowed. The crankshaft must weigh a minimum of 48 lbs. No exceptions!
    B. No lightening, counterweight knife edging, or counterweight polishing allowed. Balancing is allowed.
    C. Crankshaft flange may be machined to fit rear motor plate and torque ball housing.
    D. The harmonic dampener can be either a plain hub or SFI approved dampener
  42. Connecting Rods
    A. Any 5.7” steel connecting rods with a 2.100” rod journal diameter is allowed.
    B. No deburring or polishing allowed. Connecting rod balance pads may be machined to balance rotating and reciprocating mass.
  43. Pistons/Rings
    A. Any flat top piston with valve reliefs allowed.
    B. Engines must not exceed 10.25:1 compression. No tolerance! No exceptions!
  44. Cam/Lifters
    A. Camshafts must be cast iron and have a firing order of 18436572. The maximum cam journal diameter is 1.871”
    B. Maximum lift is 0.510” on the intake and 0.535” on the exhaust
    C. Lifters must be ferrous metal and have a diameter of .842”
    D. Any rocker retained by a 3/8” rocker stud is allowed.
    E. No gear or belt drives allowed. Timing chains only. The camshaft may be drilled for a rear spud
  45. Cylinder Heads
    A. A Brodix spec Racesaver cylinder head, Speedway Motors PN 2353050, is the only cylinder head allowed.
    B. No alterations to the cylinder head is allowed. Absolutely no milling, machining, resurfacing, grinding, polishing, welding, shot peening, acid work, or coating is allowed. Modifications to the bowl is not allowed.
    C. Valve reseating is allowed. When reseating the valves, cutting into the aluminum above the seat is not allowed. Cuts below the valve seats are not allowed.
    D. Valves may be replaced, but the replacement valve must have the same physical properties of the original valve, including size, weight, length, and stem diameter
    E. Valve springs may be replaced, but must have the same physical properties as the original valve spring. Straight wound spring with a flat damper, 90 to 120 lbs of spring pressure at 0.0” lift, 330 to 355 lbs of spring pressure at .500” lift, 1.700” to 1.820” installed height, 1.262” +- .005” spring diameter, 0.193” +- .005” wire diameter, a free height of 1.950” to 2.130”, and 5 full coils +- 1/8th turn
    F. All repaired cylinder heads must be recertified by Racesaver in accordance with Racesaver procedures.
  46. Intake Manifolds
    A. All engines must use the following intake manifold part numbers.
    a. Chevrolet - Weiand (Part# 7546, 7467, or 7547-1).
    B. Any Midwest Modified spacer is legal.
    C. Porting, polishing, gasket matching of any kind is not allowed.

  54. No Titanium, Inconel, Ceramics, DLC, or Nikasil components are allowed
    UMSS Engine Sealing Program
    Upon a driver’s request, the UMSS will supply three seals, a certificate that must be completed, signed, and given back to the UMSS, and documentation on how to install the seals. All seals must be correctly installed, and a signed and completed certificate must be turned into the UMSS before competing with the UMSS. The Racesaver 305 and 604 engines are not required to have UMSS seals installed, but must have Racesaver seals or Chevrolet break away bolts/cap seals installed in lieu of the UMSS seals. With approval from the UMSS Technical Director, seals from a recognized sanctioning bodies may also be acceptable on a case by case basis.
    By sealing your engine, you are certifying that your engine is legal and conforms to UMSS rules. If, at any time during the season, your engine needs work and a seal is cut, you must have new seals installed before that engine will be allowed to be used in competition. As per General Motor’s best practices, the UMSS will not reseal a 604 crate engine.
    Engines will undergo random inspections for legality during the season. If an engine is inspected at the track, it will be done at no cost to the driver. If a driver prefers to have his/her engine inspected at a shop of the driver’s choosing, a tech fee will be imposed. If a sealed engine is found to be non-conforming, the driver will be disqualified for one year, fined $2,500, and must return all prize money earned during the current season.
